The tanks are configured and designed to have an agitator at the bottom of the tank.
They used them with shaft motors, but the motors are no longer functional because they were no longer used and were therefore removed.
Nevertheless, it remains the technical possibility to add some (we could provide you with the reference of the motors installed on it on request).
If the potential customer does not need a motor, you'd only need to put a solid flange on the manhole.
